The Ministry of Land, Government of the People's Republic of Bangladesh, operates the ভূমি দৃষ্টি (Bhumi Dishtri) mobile application. This Privacy Policy explains how personal data, device signals, and location information are collected, used, stored, and protected when government personnel utilize this enterprise application for workforce management, attendance tracking, and field visit verification.
ভূমি দৃষ্টি (Bhumi Dishtri) is an enterprise productivity and official workforce monitoring application strictly intended for active employees and officials of the Ministry of Land.
Target Audience: Government personnel aged 18 and older. The application is not intended for the general public or individuals under 18 years of age.
Classification: Google Play Enterprise Productivity / Employee Monitoring Application.
Authentication: Managed exclusively via the Bangladesh Government's LSG/GEMS Single Sign-On (SSO) infrastructure (*.gov.bd). The application does not maintain an independent user registration or password database.
To fulfill official attendance, leave management, and site verification obligations, the application processes specific categories of personal, location, and technical data.
Upon logging in via the government identity provider, the following credentials are automatically synchronized:
Check-in and check-out timestamps, shift logs, leave applications, leave balances, and site visit logs generated through application use.
To prevent fraudulent check-ins and safeguard system integrity, the application collects:
Google Play Store policies require explicit disclosure regarding the collection of location data, particularly when running in the background.
Purpose: Background location access is restricted exclusively to two operational requirements:
In-App Prominent Disclosure: Before the application requests background location permissions (ACCESS_BACKGROUND_LOCATION) from the operating system, a dedicated, clear in-app dialog is displayed. This disclosure explains that location data will be collected even when the app is closed or not in active use during approved duty activities. Location tracking is never executed covertly or outside official duty workflows.
The application declares and uses only the technical permissions necessary to deliver core features:

Data is processed strictly for governmental operations. The application does not integrate commercial advertising SDKs, commercial analytics frameworks, or data brokers. Data is shared exclusively with the following infrastructure providers:
Transit Security: All network requests are transmitted over encrypted TLS 1.3 connections utilizing strict Certificate Pinning against trusted root authorities.
Storage Protection: Session keys and access tokens are stored in hardware-backed encrypted storage (Android EncryptedSharedPreferences / iOS Keychain).
Biometric Integrity: Raw biometric templates (fingerprints or facial scans) are never accessed, captured, or transmitted by the application. Biometric authentication is handled locally by the operating system, which returns only a binary success/failure token to the app.
Anti-Fraud Controls: The app monitors for active VPNs, mock-GPS applications, and rooted OS environments to ensure attendance validity. Flagged anomalies are transmitted alongside attendance logs for administrative review.
Retention Period: Attendance logs, location trails, and system interactions are retained in active storage for 365 days from the date of creation to satisfy government audit and reporting requirements.
Delayed Deletion & Offboarding: Following employee separation from service or a formal data deletion request, records enter a 365-day delayed deletion retention window before permanent purge, ensuring compliance with state administrative archive laws.
Data Access & Correction Rights: Because core identity details originate from the centralized LSG/GEMS SSO system, corrections to profile information must be processed through the Ministry's central HR portal.
Deletion Requests: Employees seeking deletion of local app data or historical logs outside standard record retention rules must submit a formal written request to the Data Controller contact listed below.
The application is engineered exclusively for official government administrative use by adult workforce personnel. It does not knowingly collect, solicit, or process personal data from children under 13 or 18 years of age.
The Ministry of Land reserves the right to update this Privacy Policy to reflect changing technical infrastructure, operational guidelines, or regulatory requirements. Updates will be published within the application's Settings interface and on the Play Store listing.

লক্ষ্য শ্রোতা: ১৮ বা তদূর্ধ্ব বয়সী সরকারি কর্মী। এই অ্যাপ্লিকেশন সাধারণ জনগণ বা ১৮ বছরের কম বয়সীদের জন্য নয়।

ইন-অ্যাপ সুস্পষ্ট প্রকাশ: অ্যাপ্লিকেশন অপারেটিং সিস্টেম থেকে ব্যাকগ্রাউন্ড লোকেশন অনুমতি (ACCESS_BACKGROUND_LOCATION) অনুরোধ করার আগে, একটি নিবেদিত, স্পষ্ট ইন-অ্যাপ ডায়ালগ প্রদর্শিত হয়। এই প্রকাশে ব্যাখ্যা করা হয় যে অনুমোদিত দাপ্তরিক কার্যক্রম চলাকালীন অ্যাপ বন্ধ থাকলেও বা সক্রিয়ভাবে ব্যবহৃত না হলেও অবস্থান তথ্য সংগ্রহ করা হবে। অবস্থান ট্র্যাকিং কখনও গোপনে বা অফিসিয়াল দাপ্তরিক কার্যপ্রবাহের বাইরে সম্পাদিত হয় না।

সংরক্ষণ সুরক্ষা: সেশন কী এবং অ্যাক্সেস টোকেন হার্ডওয়্যার-সমর্থিত এনক্রিপ্টেড স্টোরেজে সংরক্ষিত হয় (Android EncryptedSharedPreferences / iOS Keychain)।
বায়োমেট্রিক অখণ্ডতা: কাঁচা বায়োমেট্রিক টেমপ্লেট (ফিঙ্গারপ্রিন্ট বা ফেসিয়াল স্ক্যান) অ্যাপ্লিকেশন দ্বারা কখনও অ্যাক্সেস, ক্যাপচার, বা প্রেরণ করা হয় না। বায়োমেট্রিক প্রমাণীকরণ স্থানীয়ভাবে অপারেটিং সিস্টেম দ্বারা পরিচালিত হয়, যা অ্যাপে শুধুমাত্র একটি বাইনারি সফল/ব্যর্থ টোকেন ফেরত দেয়।
জালিয়াতি বিরোধী নিয়ন্ত্রণ: অ্যাপ হাজিরার বৈধতা নিশ্চিত করতে সক্রিয় VPN, mock-GPS অ্যাপ্লিকেশন, এবং রুটেড OS পরিবেশ পর্যবেক্ষণ করে। চিহ্নিত অস্বাভাবিকতাগুলো প্রশাসনিক পর্যালোচনার জন্য হাজিরা লগের সাথে প্রেরণ করা হয়।
সংরক্ষণকাল: সরকারি অডিট ও রিপোর্টিং প্রয়োজন পূরণে হাজিরা লগ, অবস্থান ট্রেইল, এবং সিস্টেম ইন্টারঅ্যাকশন তৈরির তারিখ থেকে ৩৬৫ দিন সক্রিয় সংরক্ষণে রাখা হয়।
বিলম্বিত মুছে ফেলা ও অফবোর্ডিং: কর্মীর চাকরি থেকে পৃথকীকরণ বা আনুষ্ঠানিক তথ্য মুছে ফেলার অনুরোধের পর, রেকর্ডগুলো স্থায়ীভাবে মুছে ফেলার আগে রাষ্ট্রীয় প্রশাসনিক আর্কাইভ আইন মেনে চলা নিশ্চিত করতে ৩৬৫ দিনের বিলম্বিত মুছে ফেলার সংরক্ষণ উইন্ডোতে প্রবেশ করে।
তথ্য প্রবেশ ও সংশোধন অধিকার: যেহেতু মূল পরিচয় তথ্য কেন্দ্রীভূত LSG/GEMS SSO সিস্টেম থেকে আসে, প্রোফাইল তথ্যের সংশোধন অবশ্যই মন্ত্রণালয়ের কেন্দ্রীয় HR পোর্টালের মাধ্যমে প্রক্রিয়া করতে হবে।
মুছে ফেলার অনুরোধ: স্ট্যান্ডার্ড রেকর্ড সংরক্ষণ নিয়মের বাইরে স্থানীয় অ্যাপ তথ্য বা ঐতিহাসিক লগ মুছে ফেলতে ইচ্ছুক কর্মীদের অবশ্যই নিচে তালিকাভুক্ত তথ্য নিয়ন্ত্রকের কাছে একটি আনুষ্ঠানিক লিখিত অনুরোধ জমা দিতে হবে।
এই অ্যাপ্লিকেশনটি একচেটিয়াভাবে প্রাপ্তবয়স্ক কর্মীদের দ্বারা অফিসিয়াল সরকারি প্রশাসনিক ব্যবহারের জন্য তৈরি। এটি জেনেশুনে ১৩ বা ১৮ বছরের কম বয়সী শিশুদের কাছ থেকে ব্যক্তিগত তথ্য সংগ্রহ, অনুরোধ, বা প্রক্রিয়া করে না।
